North Vernon Woman Arrested for Cruelty to Animals - 17 Animals Removed

Officers of the North Vernon Police Department have arrested Grace Speer, 43, of North Vernon on preliminary charges of Cruelty to Animals, Harboring a Non-immunized Animal, Resisting Law Enforcement, and Battery on a Law Enforcement Officer following an investigation on West Hayden Pike in North Vernon.
On August 9, 2008 officers were dispatched to check a Report of a Dog Hanging from a Fence in the 200 block of West Hayden Pike. Once officers arrived they found that neighbors had removed the dog from the fence and had successfully revived it. A survey of the property revealed that there were 12 other dogs in the yard as well as four cats. All were kept in deplorable conditions with little shade and no available food or water. Many were malnourished and showed signs of neglect. All were flea infested and in need of proper care. During the investigation it was determined that none of the animals had been immunized.
While the animals were being removed from the property the homeowner, Grace Speer, arrived and a brief struggle ensued while officers attempted to take her into custody. She was later transported to the Jennings County Jail without further incident. Ms Speer will also be cited for numerous animal related Ordinance Violations.
The North Vernon Police Department would like to thank the volunteers from Mercy Rescue who were instrumental in the safe and humane removal of the animals from the property.
